　　1. Enable Windows Update Service

Some Virus and Malware software can disable the Automatic Updates Service and cause this issue. See the More Information section at the bottom of this article for known variants that cause the issue.
Perform an online virus scan on your computer.

• Click the Server Manager
  
• Click the right side menu “Features”
  
• Click “Add Features”
  
• Select only “.NET Framework 3.5.1 Features
  
• Click Next to setup
  
• After Setup, close the window
