　　怎么都启不了库！
　　2，查了下oracle support下的文档。但是都是对于11g的我的库的10g。都没有找到@?/rdbms/admin/catnools.sql这个文件。只有一个catols.sql文件
　　查了下文档catols.sql是创建Oracle Label Security所需要用户LBACSYS及数据库对象，而catnools.sql是卸载的。
　　想想卸载也是删除用户及对象嘛。不如我直接删除了，这样应该就可以了。

Symptoms

The following errors occur while starting up a database :

Furthermore FEDS_ora_9035.trc trace file contains:

Cause

The issue happens because the OLS metadata is incomplete as a result of a shutdown abort executed while the scriptcatnools.sql (or catols.sql)  was running.

Solution

To solve this situation the LBAC option has to be disabled:

1)  

cd $ORACLE_HOME/rdbms/lib
make -f ins_rdbms.mk lbac_off ioracle

Note: It is important to note that in those environments where Database Vault is used it is needed to turn it off as well:

cd $ORACLE_HOME/rdbms/lib
make -f ins_rdbms.mk dv_off lbac_off ioracle

Note:On Windows OLS can be disabled if file $ORACLE_HOME/bin/oralbac<ver>.dll is renamed to oralbac<ver>.dll.backup. DV is disabled on Windows by renaming  $ORACLE_HOME/bin/oradv<ver>.dll to oradv<ver>.dll.backup.

2)

$ sqlplus &quot;/ as sysdba&quot;
SQL> startup migrate
SQL> @?/rdbms/admin/catnools.sql
SQL> shutdown immediate
SQL> startup

As soon as the database is opened it is important to get a backup of the data stored in the database.
